Many of the problems hindering agricultural development in Third World countries - such as the national debt - and their eventual solution depend on external factors, and on the capabilities of politicians. However, other constraints are of an internal nature and can be resolved, in part at least, by educational institutions and their staff members. It is these problems which are the subject of a recent book published by Pudoc, 'Southorth partnership in strengthening higher education m agriculture. They relate to policy, planning and administration, which need assessment and evaluation, curriculum development, instructional methodology, research and outreach management. By means of case studies from Mauritius, Mozambique, Lesotho, Benin, Trinidad, Nicaragua, Indonesia, Vietnam, and the Philippines, and by theoretical discussions, this book makes a contribution to human resource development by indicating how the fields listed above can be matched more effectively to manpower demands. In doing so, the book also contributes to the strengthening of institutions for higher education in the South and promotes international cooperation in facing common problems and finding practical solutions.
