Values for the environment provides advice to economists and other professionals in applying economic values to the environmental effects of development projects, using cost benefit analysis as the decision framework.
The book begins with an assessment of what sustainable development implies in practice. The case for putting economic values on environmental assets and effects, while recognizing the problems this involves, is the subject of Chapter 1. Chapter 2 describes the environmental problems of a number of different habitats and identifies the main functions of the environment for mankind. Chapter 3 introduces the main economic techniques available to value these functions and Chapter 4 reviews how far they have been tried in practice. Chapter 5 is laid out for the benefit of project planners and appraisers. It gathers together, sector by sector, environmental effects to be aware of, and a judgment about which of them can be valued, and how. A broader and more general picture is presented in Chapter 6 which is concerned with the impact of various kinds of policy on how projects perform.
The book is mainly addressed to practitioners in, or concerned with, developing countries from which most of the illustrative, case-study material is drawn.
