'Losing ground poses a threat to a country s capacity to feed itself in the future. It presents a challenge to governments to come up with a comprehensive, valuable programme of public awareness. We need guidelines that even a young person can understand and develop an enthusiasm to follow. There is no benefit in the diplomatic language used in documents meant for people to whom a law is no different from a regulation, or for whom the word policy must have something to do with police. Simplicity is the name of the game.'
