At a United Nations conference on 'Building Partnerships' in September 1997, the then Chairman of the UN General Assembly, Ambassador Razali Ismail addressed the issues of the 'non-transparency of how NGOs are structured and organised, their tunnel vision, the fact that some are hierarchical and headed by elites who push forward their own personal agendas rather than those of their constituents and the compromises they make because of their need to sustain growing budgets. Additional obstacles that stand in the way of healthy, constructive partnerships include the part played by fear, the holding of stereotypes, apathy, legal inhibitions and ambiguities.'
