Agricultural research faces new demands from agroindustry and natural resource management programmes. The key concerns now are the low value-added in the product chain and inadequate use of the resource base, rather than just low productivity. National agricultural research systems need to focus more on these issues and their implications for planning and implementing programmes. This monograph serves as a starting point for revising research policies.
