The Commission of the European Communities has produced an 'Environmental Manual' for decision-makers. This manual lays down the new environmental provisions which apply to all European Development Fund (EDF) projects and programmes from 1 June this year. Environmental analysis has been part of the EDF's appraisal process for many years, but these provisions lay down procedural steps for ensuring that the environmental consequences of any action are adequately integrated into the project design. The contents of the manual are based on many documents, including the Fourth Lom\E9 Convention and various publications produced by the EEC, the OECD and the World Bank. The manual itself is clearly presented and concise. A 31/2' high-density floppy disc containing the Textual Database Version of the Sectoral Environmental Assessment Sourcebook, which has been prepared to accompany the User's Guide, is included with the manual. A hard copy print-out of the Sourcebook is also available for those who do not have access to an 80286 (or higher) PC with an MS-DOS operating system. The guidelines in the Sourcebook cover all aspects of renewable natural resources as well as other developmentally-relevant areas including water supply and sanitation, transportation and industry.
