The EU's claims that enough progress has been made in the EPA negotiations to proceed to phase 2, but the ACP has many reservations, and COMESA has published a paper listing the market-access considerations which negotiations must address. Other papers have considered the adjustment costs of market liberalisation and the experience of other negotiations with the EU.
