In a presentation to a meeting of officials and ambassadors from
the Eastern and Southern African region on developing an EPA negotiating
mandate for the region in May 2003, Sheila Page explored the lessons
from other regional experiences of negotiations with the EU. The
experiences reviewed included:
how CARICOM and MERCOSUR conduct negotiations at the regional
level;
the EU's handling of negotiations with regions;
the experience of regional negotiations with the USA;
various options for the conduct of joint negotiations.
Certain key factors in successful negotiations were identified,
including:
the importance of good analysis of aims, and the adoption of
clear priorities, since this enables limited capacities to be
effectively targeted;
the importance of building up and retaining a core cadre of
skilled negotiators.
