An amended version of the Commission proposal, originally tabled in July 2000, was discussed at the April EU Council of Agriculture Ministers meeting. The focus of this proposal is on the organisation of meat inspections, so as best to address hazards to human health. The main outstanding questions are: the relationship with general controls; the division of responsibilities between official veterinarians and private-sector business. Comment: Delays in finalising the new framework are having a major impact on Namibia's prospects for the development of bone-in-lamb exports to the EU. Uncertainties over whether and when Namibia will be allowed access to the EU market for bone in lamb, as envisaged in the initial Commission draft are threatening investments which have already been made in lamb processing in Southern Namibia and the future of wider rural development efforts to improve lamb production in poor communal areas.
