The EU Agricultural Council has agreed new rules on import clearance procedures for plant and plant products aimed at preventing the introduction and spread of harmful organisms. Comment: Comment While appearing to be simple disease-control measures the harmonisation of application of EU rules can have important trade effects. For example the introduction of zero tolerance on citrus black spot throughout the whole of the EU (including countries with no citrus production) is likely to have serious implications for Swaziland's citrus exports to the EU. The risk of the loss of a single consignment could potentially threaten the export viability of the whole industry.
