Addressing the EU Agricultural Council in September Commissioner Fischler acknowledged the legitimacy of the criticism by the Court of Auditors that there had been overcompensation in the durum-wheat sector. He argued that this was not an issue which the Council could continue to 'duck'. Comment: Around a million tonnes a year of durum wheat is being used for animal feed. Overcompensation may be one factor in the increased exports of EU pasta products and the dumping of wheat in Southern Africa.
