Political agreement on new official controls to ensure the hygiene of food of animal origin destined for human consumption was reached by the EU Agricultural Council on July 22nd 2003. The regulation will go back to the European Parliament in the autumn for a second reading. Comment: This regulation illustrates the extent to which domestic EU food-safety regulations impinge on imports from third countries. The cost implications of meeting these standards in the context of relatively low volumes of quota-restricted imports may be enough to drive ACP suppliers from the EU market, particularly where old established investments have been allowed to deteriorate.
