    The June 23rd 2003 agreement on CAP reform has been formally adopted, and proposals for further reform outlined; there are serious implications for ACP countries, particularly for producers of tobacco and sugar, but in general for those attempting to add value to agricultural commodities produced in Europe. A more differentiated GSP has been called for which would be of benefit to ACP countries not wishing to conclude EPAs.
