The full text of the independent high-level study group on the EU's economic performance with regard to cohesion, stability and growth is now available on the internet. The group, consisting of academics, was established on the initiative of Commission President Romano Prodi. Although the report looked at a wide range of issues, a key proposal was that in the long run EU CAP expenditures should be cut to a tenth of their current size in order to re-distribute the budget and meet long-term economic goals. Comment: This high-level study has clearly been given a mandate to 'think the unthinkable'. This can be seen as a Commission kite-flying exercise to see how member states respond to radical proposals.
