At its November 23 rd 2003 council meeting, ACP ministers called on the EU to respect its legal obligations and political commitment under the sugar protocol and to recognise that the review provided for under the Cotonou Agreement does not imply a renegotiation of the protocol but rather an exploration of how to ensure WTO compatibility. The Council further called on EU member states to take all necessary measures to defend the terms and conditions of ACP preferential access to the EU sugar market against all challenges.en_US
