Speaking in Sao Paulo on February 27th EU Trade Commissioner Lamy acknowledged that while integration amongst development equals was surely the most efficient way to diversify export industries and attract investment, care was needed in developing North-South integration. He noted how 'a delicate balance has to be struck to avoid the trap of establishing a dominant pole and a dependent periphery'. He argued that in order to avoid this, 'flanking policies' need to be established so that a real community of interest is established. Comment: From Commissioner Lamy's perspective, this calls for going beyond tariff elimination commitments in any North-South free trade areas to include a range of agreements on standards and other trade related areas and the domestic policy framework in the Southern partner. However, it does not necessarily mean extending support for the kind of comprehensive programmes of assistance to address supply side constraints which ACP and EU parliamentarians called for in the Cape Town Declaration of the Joint Parliamentary Assembly.
