The blockage in the EPA negotiations, caused partly by the ACP's desire to have a framework agreement in the first (pan-ACP) phase, while the EU wants to move quickly to regional negotiations, may have been broken by an agreement between ECOWAS and the EU to start regional negotiations. The ACP may, however, challenge any such move before satisfactory completion of phase 1 in September. Several NGOs have published critical reports concerning the likely impact of EPAs on African countries.
