Report of the Quinquennial Review of the IBPRG, transmitted to TAC by the chairman of the review panel, N. W. Simmonds. Comments by TAC and the Board are found in a separate document. The panel reaffirmed the broad goals of the IBPGR, and recommended continued CGIAR support. It urged that the IBPGR secretariat remain within FAO headquarters. It outlined areas for increased activity, including a more active program to generate awareness and support of its effort, but recommended reduced efforts in the field of information and documentation. The Executive Secretary should be remained as "Director" in conformity with the practice at CGIAR centers. The responsibilities of the Executive Committee should be devolved to some extent, and a new Advisory Committee on Strategy/Programme created. The report was on the agenda of the CGIAR meeting of October 1980, and was discussed at TAC 23rd and 24th meetings in February and July 1980.
