Summary record of TAC's eleventh meeting held at CIMMYT headquarters, Mexico, 27-28 October 1975. Sir John Crawford presided on October 27 and Dr. H. C. Pereira on October 28.This was an extra meeting to discuss research priorities and strengthening national research. TAC revisited its 1973 priorities paper, which had been adopted by the CGIAR as a basis for operations. While considering that paper still basically valid, TAC decided to prepare an updated version as a contribution to the upcoming CGIAR system review. The discussion considered among other things, various food commodities not presently addressed by the CGIAR, possible research on cotton, research on factors of production such as soil, water, pest management and fertilizer, socioeconomic research, and post-harvest issues. TAC also considered how it would participate in the system review, and decided to do so by providing support from outside the process proper, rather than becoming a full member. The discussion of strengthening national research institutions focused in the role of the IARCs, and the scope of regional services they could provide without straining their resources and capacity. CIMMYT's activities were appraised, as were the work of FAO, the World Bank, and a Rockefeller Foundation proposal for an International Agricultural Development Service (IADS). Among the functions considered were determining national level priorities, identifying and assisting with organizational and programmatic weaknesses, training, cooperative research, and institutional backup. Further discussions would be held with center directors and others. CIMMYT experience was also featured in a discussion of the relationships between IARCs and advanced research institutes.Additional items included reports on the joint TAC/CGIAR secretariats mission to ICIPE, TAC missions concerned with IRRI, CIMMYT, CIP, and vegetables, and a planned meeting on water buffalo.
