Report of TAC 52 held at IITA in Ibadan, Nigeria, June 11-17, 1990, Alex McCalla presiding. TAC reviewed papers on coconut from Gabrielle Persley and an ad hoc panel, and decided to include this crop in its initiative on forestry and agroforestry. A Standing Panel for Resource Management, Forestry, and Agroforestry was appointed by the chair, and made a first report on its plans to prepare a response to the CGIAR request for a detailed recommendation for a central institute on forestry and agroforestry. TAC considered the report of its panel to review AVRDC. The Committee decided to make its recommendations on all proposals to expand the CGIAR at a closed special meeting in August 1990. TAC heard reports on international initiatives outside of the CGIAR in fisheries research and irrigation and drainage research, potentially competitive for funding.TAC reviewed and acted on budget requests for 1991 of 12 centers, ICARDA's submission having been delayed. It discussed a proposal from the CGIAR Secretariat to set rules for requests for capital funding. TAC provided feedback on the draft review of resource allocation processes to the CGIAR committee conducting the review. The Committee discussed and approved a revised statement on the mission and goals of the CGIAR (Annex 4). The chair of the Standing Committee for Priorities and Strategies acknowledged help from FAO in the ongoing revision of the paper on that subject; help had also be requested from IFPRI, ISNAR and ACIAR. A TAC member reported on the use of an agroecological base for determining research priorities. The Committee chose a recipient for the King Baudouin Award to be announced at ICW. It also considered adjusting the terms of the Award to include national scientists, and decided to consult with the CGIAR Secretariat about this possibility.
