Report of TAC 69 held at IRRI in Manila, March 25-30, 1996, Don Winkelmann presiding. TAC reviewed the centers' program and budget proposals for 1997 in the light of evolving priorities and the medium term plans for 1994-1998 and prepared detailed commentaries which are included in the report. It considered funding arrangements for and management and evaluation of systemwide initiatives and programs, identifying two phases: design and implementation. No new initiative should be added until the present set were evaluated and the ecoregional approach assessed. TAC rejected on technical grounds ICLARM's revised proposals for expanded work in WANA and sub-Saharan Africa, and approved an expansion in IIMI core scientific staff.The Committee reviewed a draft of its report on CGIAR priorities and strategies, and made decisions on completing the report for submission to MTM96. It considered the final drafts of strategic studies on soil and water aspects of natural resources management research, and post harvest technology, and prepared recommendations for consideration of the Group along with revised versions of the two reports, as part of the review of priorities and strategies. It also agreed to submit to MTM96 separate studies of institution strengthening and of policy and management research in the CGIAR, and a report synthesizing the results of these studies.TAC also discussed planning for strategic studies on marginal lands and CGIAR commitments in Latin America. The members interacted with the CGIAR NGO Committee and leaders of Asian NARS.
