Paper prepared by Marc J. Cohen and Per Pinstrup-Andersen as background to discussion on change design and management in the CGIAR at the 2001 Mid Term Meeting. The authors describe the evolving challenges and changing scientific environment of international agricultural research at the beginning of the Twenty-first Century, and argue the necessary role of research oriented toward the production of global public goods.
