Informal summary of proceedings of the fourteenth meeting of the CGIAR, held at the World Bank office in Paris, France, November 16-17, 1977, chaired by Warren C. Baum. The meeting discussed and suggested changes in a draft terms of reference for a task force on the establishment of an International Service for National Agricultural Research (ISNAR). . Dr. Agble reported on a recent Rockefeller Foundation sponsored meeting at Bellagio on national agricultural research, intended inter alia to foster cooperation between national systems and the International Agricultural Development Service (IADS). The Group discussed the report of the Quinquennial Review of CIAT, including the comments of TAC and the response of the center. The Group also discussed inputs from the CGIAR and the TAC Secretariats on the quinquennial review process itself, a subject being further considered by TAC. After considering a CGIAR Secretariat analysis of the issues involved in conferring associate status, the Group was generally cautious. This topic was also on TAC's future agenda. The Secretariat made a progress report on a paper by G. Edward Schuh and Helio Tollini surveying a range of methods of evaluating the returns and cost effectiveness of agricultural research Several delegations urged increased support to ICIPE. The CGIAR Secretariat introduced the subjects of the allocation of resources and the role of basic research. The meeting also heard donor indications of financial support for 1978 and beyond. Annexes: list of participants; list of members of the ISNAR task force; Mr. Agble's statement on the Bellagio meeting on national agricultural research; a Scandinavian donors statement on ICIPE; and a summary of contributions to the CGIAR in 1978.
