    Abstract/Description
    Informal summary of proceedings of the CGIAR's Tenth Meeting held at the World Bank in Washington, DC, October 30-31, 1975, chaired by Warren C. Baum. A system-wide review of the future growth and management of the CGIAR had been proposed at ICW in July 1975. Mr. Baum circulated a proposed terms of reference describing the organization, timing, and cost of the review, a draft of which was to be ready by the October 1976 Group meeting. After extended discussion, the Chairman noted that there was broad agreement on the objectives, approach and spirit of the study and a consensus regarding its modalities. TAC Chairman Sir John Crawford reported that TAC, meeting at CIMMYT just prior to the CGIAR meeting, had decided to present a revised priorities paper to the Group. Several issues were mentioned: most of the discussion concerned the appropriateness of support to research on cotton. Sir John also addressed national research and regional services, using CIMMYT as an example. TAC would continue to work with the centers on defining their role in this area. He also introduced the subject of relations between developed country research institutes and CGIAR centers, proposed for full discussion at ICW in July. Sir John said that TAC recommended support for collaboration between ICIPE, and interested centers, an issue to be considered after study by donors. The meeting heard from: the ICARDA subcommittee, and declined to formalize a working group on post harvest systems research. It was agreed that the International Fertilizer Development Center (IFDC) could be represented at annual ICW meetings and present a written report. Donors made statements of intent regarding financial support in 1976. Annexes: list of participants; agenda; Mr. Baum's memorandum proposing a review of the CGIAR System including outline terms of reference; and a table of CGIAR funding allocations for 1976.
