The minutes of the meeting record guidelines for inter-center meetings, specifically that invitations are sent by the Director and copied to the Directors of invited centers. Travel costs will be the responsibility of the participating center. The minutes also include discussions with TAC and the CGIAR on funding shortfalls and agreement that Centers rather than TAC or the CGIAR would determine where cuts in center budgets would be made. Agreement is reached of general guidelines for center directors meetings. Partcipation is restricted to Directors only. Each director may nominate center officers to accompany him/her; meetings will not be open to observers, but directors may invite persons who can contribute to the discussion on on topics of interest to the programs and business of centers. In a discussion led by Mr. Farrar of USAID's Technical Assistance Bureau, special emphasis is placed on the role of American research enterprises in international research in full liaison with the Centers, to minimize duplication of effort and to encourage utilization of their expertise.
