A contribution by a working group of the European Initiative for Agricultural Research and Development (EIARD) to the discussion on restructuring the CGIAR. It was submitted to TAC 79 and to the Synthesis Group for its meeting at Sonning, UK, in early October 2000, and distributed for background at the CGIAR International Centers Week later that month. The document proposes a vision for the future of the CGIAR with four main elements:1. strong national agricultural research systems and regional organizations;2. four regional CGIAR programs (for South and Southeast Asia, West Asia and North Africa, Sub-Saharan Africa, and Latin America and the Caribbean);3. a single, centrally managed CGIAR research facility; and4. the use of task forces including IARCs, advanced research institutes, the private sector, NARS, NGOs and others to address specific research issues.
