dcterms.abstractFinancial requirements set forth by the CGIAR Secretariat of the programs recommended by TAC in the 1996 CGIAR Research Agenda (in a separate record). The Ministerial level meeting at Lucerne in February 1995 agreed to a revised pattern of CGIAR decision making on the research agenda and its funding. Henceforth, the agenda and its expected costs would be approved at the mid term meeting of the CGIAR, instead of at International Centers Week as in the past. This would enable donors to reach final financing decisions by October, so that levels of available funding would be known at ICW, reducing the level of uncertainty that had plagued System and center management.The research agenda for the coming year, and its costs were therefore presented for the first time at the CGIAR Mid Term Meeting May 1995, in two documents, of which this is the second. This one described the changed financial cycle, the estimated outcome for 1994 and the financing plan for 1995, and plans for 1995 in the three year framework ending in 1996. It devoted special attention to systemwide initiatives and ecoregional programs, which constituted the area of greatest demand for increased resources.en_US
