Abstract/Description
External program and management review (EPMR) of IIMI conducted in February-March, 1994 by a panel chaired by Bernard Tinker. The document also contains an excerpt from the summary of proceedings at the CGIAR meeting of October 1994, a transmittal from the TAC Chairman and the CGIAR Executive Secretary, TAC's commentary, IIMI's response, and a transmittal from the panel chair.The panel found that IIMI was making progress toward becoming a fully fledged CGIAR center, but still had some way to go. The priority of work on irrigation management was clear. IIMI's research in general needed to become more strategic. Country programs should be limited, and aim at maximum impact in the short term, and should not drive the research agenda. All programs should be examined for opportunities to include gender issues. There was need to stabilize the management structure, and retain senior staff. The Board should assess the contributions of its members and officers. The proposed systemwide initiative on water management was endorsed.IIMI, TAC and the CGIAR generally endorsed the panel's recommendations. The Group suggested caution in expanding the program in the light of funding scarcity. The Board was asked to report to the CGIAR in a year on progress made in implementing the recommendations.Agenda document at TAC 64, and the CGIAR meeting in October 1994.
