Letter dated January 20, 1988 from CGIAR Chairman W. David Hopper to heads of delegations to the CGIAR, also distributed to the Group more broadly. Hopper said it was the first of an irregular series of letters intended to improve communication in the CGIAR.This letter discussed the agenda of the meeting of the Group scheduled for Berlin in May 1988, particularly the consideration of the Brundtland Commission Report and environmental issues in the CGIAR, and an initial discussion of biotechnology. The letter also described preparations for an examination of the CGIAR Secretariat, and requested comments on the process and the performance of the Secretariat. The scope of work for the committee to undertake the examination and members of the committee are attached. Finally Hopper reported complaints by the board of the Southern African Center for Cooperation in Agricultural Research (SACCAR) about lack of coordination among IARCs working in the area, and described steps being taken by the centers collectively and the CGIAR Task Force on Sub Saharan Africa to improve the situation.
