Proposal to Incorporate Forestry Research into the CG System

Paper by the CGIAR Secretariat in preparation for the CGIAR discussion of forestry research. It conveys a proposal made by a meeting of donors at "Forestry Bellagio II," held at Wiston House in the UK, inviting the CGIAR to incorporate forestry research into the Group's mandate. Having considered a number of alternative institutional systems for international forestry research suggested by the International Task Force on Forestry Research, the delegates decided that placing the effort under CGIAR auspices was preferred. An ad hoc meeting of donors in March 1989 reached the same conclusion.The paper reviews various steps in the consideration of forestry research for donor support, in an out of the CGIAR. It summarizes existing research activities in the field, and sets forth issues for the Group to consider, including how TAC should be adjusted to cover this new field.Annexes include a timetable of recent CGIAR actions and suggested next steps, the Statement of the Second Bellagio Meeting on Tropical Forestry, a table of relevant capacity at CGIAR centers, and a list of potential lead organizations in forestry research.Agenda document TAC 48 (in an earlier version) and CGIAR meeting May-June 1989.
