Contagious Caprine Pleuropneumonia (CCPP) significantly impacts goat production, resulting in high mortality and morbidity. Mortality rates exceeding 50% have been recorded during outbreaks of CCPP. CCPP is endemic in Ethiopia, with a national prevalence of 25.7%. 3 Objectives To design and test an innovative, effective, and efficient model for delivering the CCPP vaccine, led by the private sector. To enhance the availability of high-quality CCPP vaccines in the country. To generate evidence for policy and institutional changes to support private-sector vaccine delivery for livestock diseases in Ethiopia. 4 Approach/Methodology 5 Obtain consent from authorities to proceed with CCPP vaccination program Identification of intervention areas Oromia Regional State, Borana zone (Yabello, Elwaye, Dubuluk, and Moyale districts). Cont’d Pastoralists willingness to pay for CCPP vaccine and vaccination services was studied Franchisees were selected to conduct the vaccination. Trainings were provided for Veterinarians, AHAs, and Agrovets Refresher training for CHWs has been conducted. Local FM Radio (OBN) broadcasted the economic importance of CCPP vaccination in Afan Oromo 7 Launching workshop was held at Yabello town 8 Zonal and district task forces were established 9 Registration and payment for CCPP vaccination Main activities 10 CCPP vaccination campaign 11 Certificates were given to individuals who brought their goats for vaccination against CCPP. 12 Key achievements An innovative PPP franchise business model has been developed. Vaccination of goats against CCPP was successfully implemented Pastoralists voluntarily paid for the CCPP vaccine and vaccination services. Certificates were issued to goat owners as proof that their goats were vaccinated against CCPP. To date, 87% of the total population of goats vaccinated against CCPP CCPP vaccination has been scaled up by Borena Zone Administration PPP implementation by the private sector has been successfully proven 13 Some pastoralists hesitated to bring their goats for vaccination because they were accustomed to receiving free vaccination services from the Government and NGOs. Conflict of interest in a professional setting Challenges 14 Lessons learned The messages shared by Aba Gedas and community elders were crucial in encouraging pastoral communities to bring their goats for vaccination. The dedication of the Borena zone and district task forces was essential for successfully implementing the pilot project. Effective community mobilization was key to the successful execution of the CCPP vaccination campaign. 15 Conclusion and recommendation Delivery of the CCPP vaccine through an innovative PPP Franchise Model was successfully implemented in Borena zone. Pastoralists willingly covered the costs for the CCPP vaccine and the vaccination services.
