Training philosophy and strategy (a) Assessment of needs (at NARS level) What is required by NARS? Which are the limiting factors (in order of priority)? - Which of these constraints can be solved by training? Which are the alternative sources for training? Views on the above of NARS leaders, the Centres and Donors. (b) The response to identified needs (at IARC level) The IARCs potential for training - and its limitations - Harmonization of needs and potential IARCs objectives in the field of training (in function of the System's overall objectives) IARCs comparative advantage over other sources of training IARCs constraints Design of present training strategy in the light of the above considerations. 2. Training programmes (a) Direction and contents of training programmes categories of training cf. points addressed by KOH paper - 2 (b) Target groups selection criteria and procedures - depth vs. breadth in programme design (degree of specialization) levels of training specificity of training programmes (c) Relations to other sources of training complementarity vs. duplication of efforts - developments over time (changing needs, phasing out of activities, handing over to other institutions, transfer of training pro­ grammes, etc.) the role of other international, regional, national institutions (d) Organizational aspects relation of training programmes to IARCs research programmes (balance of IARC programmes) internal organization of training programmes and their effect on IARCs structure feedback mechanisms (e) Costs and funding costs of training activities - funding of training (by activity, by source of funding, by trainee) allocation of funds (by area of activity, by region in terms of beneficiaries, etc.) particular aspects regarding IARC/donor relationships in terms of overall funding of the System core vs. non-core funding of training activities contributions by beneficiaries (f) Constraints identification of key constraints (financial, logistic pro­ gramme, etc.) - measures taken in the course of development to overcome (some of) these constraints. 3 3.
