Background The International Crops Research Institute for the Semi-Arid Tropics (‘ICRISAT’) is an autonomous not-for-profit organization established on March 28,1972 by virtue of an Agreement between the Government of India (‘GOI’) and the Consultative Group on Intemational Agricultural Research (‘CGIAR’) to undertake research, development, training and educational activities relating to six crops from the legumes and cereals families. In addition, ICRISAT serves as a world center for promoting the development of improved and more productive cropping patterns in the low rainfall, un- irrigated and seasonally dry semi-arid tropical regions of the world. The Headquarters of ICRISAT is located at Patancheru, near Hyderabad, in India. In addition, ICRISAT has research centers at six locations in Africa. Owing to its international status, ICRISAT operates under a general immunity from local laws and taxes, granted by host country governments. ICRISATs activities are supported through grants by donor nations and independent external entities led by the World Bank. 2. Presentation of Financial Statements and Summary of Significant Accounting Policies The financial statements are prepared on the accrual basis of accounting, in accordance with the accounting policies and reporting practices of CGIAR. The significant accounting policies of CGIAR adopted by ICRISAT in its financial statements are summarized below: (a) Cash equivalents Cash equivalents represent short term, highly liquid investments that are readily convertible to known amounts of cash with original maturity periods of three months or less. @) Investments Investments represent term deposits with banks, that are readily convertible to known amounts of cash with maturity periods ranging between three and twelve months. (c) Inventories Inventories are stated at cost, net of allowances for slow moving, obsolete and damaged stocks. Cost is determined on a weighted average basis, and comprises purchase price, freight and handling charges for bringing inventory to its present location and condition. (d) Property and Equipment Property and Equipment are stated at cost, net of accumulated depreciation. ICRISAT capitalizes all costs relating to the acquisition and installation of property and equipment, in excess of 0.5. Depreciation on Property and Equipment is provided on the straight-line method from the month of capitalization, assuming a salvage value equivalent to 10 per cent of cost of equipment only, based on the following estimated usell lives: 5 Category Estimated life in Years Physical facilities 60 Equipment: Laboratory and scientific equipment 10 Furniture and office equipment 10 Heavy duty equipment 10 Vehicles 4 Computers 3 Physical facilities, which will revert to host country governments, in the event that ICRISAT ceases operations at the locations, are not capitalized. Property and equipment acquired through restricted grants are reflected as “Assets in custody” by ICRISAT and the ownership of such assets remains with the respective donors until the expiration of the agreementkontract, and, accordingly, are not reflected as part of ICRISAT’s property and equipment. Property and equipment from completed projects are not carried in the books of ICRISAT, until the donor expressly reverts the ownership of such assets to ICRISAT upon completion of the project. (e) Revenue Recognition Unrestricted grants are pledged on an annual basis and are recognized as revenue in the year for which the grant is pledged. Restricted grants, which may be pledged for more than one year are recognized as revenue only to the extent that the grant conditions have been met. If a pledge is cancelled in a subsequent financial year, it is written off against revenues of that subsequent year. Grants-In-Kind are recognised as revenue based on communication from donor, specifiing the amount of expenditure towards relevant restricted projects. (f) Foreign currency transactions Foreign currency denominated transactions are translated to the US dollar for reporting purposes at the exchange rate prevailing on the date of transaction. Current assets and liabilities at the year-end, and denominated in currencies other than the US dollar are translated at the exchange rate including any premiums received prevailing at the year-end date. Exchange differences resulting from collection of receivables, settlement of obligations and translation of outstanding assets and liabilities, denominated in currencies other than the US dollar, are credited or expensed to the statement of activity. (g) Employee related liabilities 1. Retirement Benem (a) Internationally Recruited Shzfl(WS9 Retirement benefits of the IRS are managed by The Association of International Agricultural Research Centers (‘ AIARC), an autonomous body providing comprehensive payroll management services to various agricultural research organizations worldwide. Payments to AIARC include contributions towards the IRS retirement benefits, which exonerates ICRISAT of all fhther liabilities on this account. (b) Nationam Recruited Stafl(‘NRT3 Retirement benefits comprise provident f h d , post retirement benefit f h d , gratuity and superannuation pension. Contribution to provident fund is made at a pre-determined rate to the provident f h d t rust and charged to the statement of activity. 6 Contribution to post retirement benefit fund is made: at a pre-determined rate of monthly basic salary and charged to the statement of activity. However, liability for this benefit is retained in the books of the Institute, with corresponding earmarked investments reflected as restricted balances. Provision for gratuity benefit is made based on actuarial valuation as on the date of the financial statements and charged to the statement of activity. Provision for superannuation pension is made based on a pre-determined rate of monthly basic salary and charged to the statement of activity. Institute also makes earmarked investments towards this provision. 2. Leave Encashment Liability for employee leave encashment benefits for all employees is provided for in accordance with the rules of the Institute, at the current en-cashable salary rates for the entire un-availed leave balance. (h) Voluntary Retirement Scheme (LVRS’) / Selective Retirement Scheme (‘SRS’)I Early Retirement Scheme (LERS’) Liability The vRS/SRS/ERs liability at the year-end represents the net present value of the amounts payable in the hture! to the former employees of ICRISAT separated under VRS scheme in 1994, SRS in 1997 and E M i n 2002. (i) Net Assets - Unrestricted Unrestricted net assets represent ICRISAT’s property after payment of liabilities with no restriction on its use by donors. These are classified between unappropriated and appropriated. ( i ) Unappropriated Unappropriated Net Assets represent accumulated surplus of revenue over expenses and are used to finance working capital and on-going operational requirements. (ii) Appropriated A- ppropriated net assets represent: - Investment in ICRISAT owned property and equipment, at net value and Capital reserve, to fund, acquisition and major maintenance of ICRISAT owned property and equipment (j) Net Assets - Permanently Restricted Permanently restricted net assets represent grants for which donor-imposed restrictions limiting ICRISAT’s use of the asset or its economic benefits neither expire with the passage of time nor can be removed by ICRISAT meeting certain requirements. However, incase of ICRISAT-Sehgal Family Foundation Endowment, ICRISAT’s contribution to such assets may be withdrawn if it is unable or unwilling to use the assets for the restricted purpose. (k) Indirect costs recovery and indirect costs ratios Indirect cost ratios Calculation of indirect cost recovery is based upon the CGIAR guidelines issued in August 2001.The pooling of direct and indirect costs is based on the principle of attribution and assignability. Expenditures are pooled to different resource user units by direct identification. Expenditures that are common to the different cost centers are allocated on the basis of resource drivers. Accordingly, these physical facilities are not capitalized, nor reported in the financial statements. Expenditure on additions to physical facilities amounting to 63 (2002 - 66) has been charged to unrestricted net assets. Property and equipment includes assets in-transit (2003 - 96; 2002 - Nil) on which no depreciation has been charged. Assets in custody comprise the physical facilities and other assets, the ownership of which does not belong to the Institute. At December 31,2003, assets in custody were 6,716 (2002 - 6,215), which include Buildings amoUnting to 3,006 (2002 - 3,006). During the current year, the Institute revised its policy relating to capitalization of all costs of acquisition and installation of property and equipment. Until December 3 1, 2 002 all costs in excess of 1, were capitalized. However, with effect from the current the year, the threshold amount for capitalization has been revised downward to 0.5.
