CCAFS participated in a series of virtual planning ‘write-shops’ with the SADC Secretariat to provide and coordinate technical and research input to the Strategy. As part of this process, CCAFS consultant, Ms Chevallier, working as part of the CCAFS team, coordinated and compiled expert input for the review process, specifically focusing on agriculture. Ms Chevallier engaged a range of experts to assist with thematic expertise and contributions. Through strategic content input and coordination activities, the Climate Change Strategy was updated and strengthened on aspects of climate-smart agriculture and sustainable land use, as well as on the inclusion of gender and youth considerations. CCAFS has been able to play an important role in supporting the SADC Secretariat in implementing the mandate from Member States to update the CCSAP. Inputs not only incorporated developments in policy and climate data, but also substantively improved the clarity and focus of the CCSAP, as well as introducing important new concepts and themes. CCAFS was able to work flexibly to take advantage of emerging opportunities to enhance its role in the CCSAP revision process, as well as other relevant SADC policy instruments. Finally, during the policy revision process, CCAFS was able to draw on its own body of research and expertise, as well as its broad range of external contacts. This work has positioned CCAFS well to provide ongoing support to the SADC Secretariat and Member States. During 2020, the CCAFS team also provided technical input through a review process into two other policy documents, namely the SADC Regional Indicative Strategic Development Plan (RISDP) (2020-2030) and the SADC Vision 2050. Revised versions of these documents were approved by the 40th Ordinary Summit of the Heads of State and Government of SADC in August 2020. Innovations: This report was generated on 2022-08-19 at 08:00 (GMT+0) 3 Reporting 2021 Evidences Elaboration of Outcome/Impact Statement: SADC has a Climate Change Strategy and Action Plan, which includes a 5-year review cycle that required the Strategy be revised in 2020. To achieve this goal, the Environment and Climate Change Unit, under the Food, Agriculture and Natural Resources Directorate of the SADC Secretariat, selected an expert review panel to update and revise the CCSAP. The group consisted of representatives from various directorates at the SADC Secretariat, UN agencies, the Global Water Partnership, as well as independent climate change researchers and experts. CCAFS consultant, Romy Chevallier, was included in this group. On 16 July 2020 the SADC Secretariat convened its first ‘writers’ workshop’, following initial delays as a result of the COVID-19 pandemic. According to their areas of specific expertise and interests, experts were tasked with the revision and updating of the content of the 2015 Climate Strategy. Ms Chevallier was appointed to assist with sectoral reviews, which included agriculture, land use, biodiversity, blue economy and fisheries. She also was tasked with updating the Strategy’s ‘means of implementation’ and revising the Strategy’s Action Plan. To further strengthen her input and include a broader variety of perspectives, between August and September 2020, Ms Chevallier extended invitations to other experts working in relevant thematic areas to submit inputs on the Strategy. This included CCAFS staff, CCARDESA, AUDA-Nepad, and others. These expert submissions were received by the Secretariat at the end of September. Due to the limited capacity of the SADC Secretariat, coordinating the integration of these submissions was identified as a challenge. It was also recognized that the submissions did not cover all necessary aspects required for the revision process. To address these challenges, between October-November 2020, Ms Chevallier, in collaboration with the Bembani Group, was tasked with updating and coordinating the entire Strategy. This involved extensive stakeholder engagement and content harmonization. Ms Chevallier mapped the outstanding gaps in issues and thematic areas received to date and then requested further input from a broad range of stakeholders, including youth and gender groups and farmers. See (1) for a list of contributing individuals and organisations. On 20 November 2020, the expert climate change group met virtually to discuss and validate the new draft Strategy. On 30 November, representatives of the SADC Secretariat accepted and endorsed the final version of the Strategy.
