It has been an honour to work with Jimmy over the past decade. I owe him a debt of gratitude both for the way he supported my leadership of the CGIAR research program on livestock and for the way he tolerated my interventions on ILRI’s IMC (institute management committee). He clearly had the longer-term vision of leading the CRP Livestock as fair broker to promote collaboration and thereby allow us to establish a level of trust that is so important in making such a venture successful and empowering me appropriately. During IMC meetings, he never missed a chance to read my body language and grimaces to call me out to express my concerns—even when the camera was turned off in a Zoom meeting! Of course, I explained how we were innovatively implementing the project through the county governments and partners, among other issues. To the second part of the question, I discussed how the AVCD field context was complicated by ILRI’s fund advancing policies, thus seriously curtaining the pace of project implementation. Having witnessed first-hand the challenges, he immediately ordered ILRI finance to review the advance ceiling to AVCD to allow faster project implementation. This action enabled the project to make great implementation strides, exceeding the donor’s expectations in record time and allowing USAID to consider ILRI for a follow-up phase of the project.
