MEMORANDUM OF AGREEMENT FOR SCIENTIFIC AND TECHNICAL COOPERATION IN RESEARCH AND TRAINING ON RICE AND RICE-BASED FARMING SYSTEMS between T H E GOVERNMENT OF PAPUA NEW GUINEA REPRESENTED BY THE DEPARTMENT O F AGRICULTURE AND LIVESTOCK at Port Moresby, Papiia New Guinea and T H E INTERNATIONAL RICE RESEARCH INSTITUTE at Los Baiios, Laguna, Philippines MEMORANDUM OF AGREEMENT FOR SCIENTIFIC AND TECHNICAL COOPERATION IN RESEARCH AND TRAINING ON RICE AND RICE-BASED FARMING SYSTEMS between T H E GOVERNMENT O F PAPUA NEW GUINEA REPRESENTED BY T H E DEPARTMENT O F AGRICULTURE AND LIVESTOCK at Port Moresby, Papua New Guinea and T H E INTERNATIONAL RICE RESEARCH INSTITUTE at Los Baiios, Laguna, Philippines This Memorandum of Agreeinent is entered into and executed by and between the GOVERNMENT OF PAPUA NEW GUINEA represented by the DEPARTMENT OF AGRICULTURE AND LIVESTOCK, the implementing institution with principal office at 0 Port Moresby, P a p a New Guinea, represented by the Honorable Minister ROY EVARA, hereinafter referred to as the DEPARTMENT; and the INTERNATIONAL RICE RESEARCH INSTITUTE, a nvn-protit international research organization, with principal oftice at Los Baiios, Laguna, Philippines, representecl by its Director General, Dr. KLAUS J. LAMPE, and hereinafter referred to as IRRI; WHEREAS, the DEPARTMENT is interested in rapidly increasing the production of rice and other food crops in Papua New Guinea as well as the economic well-being of rice farmers and consiiiiiers; WHEREAS, IRRI, a nun-profit international research organization, supported by the Consiiltative Group for International Agricultural Research, has likewise as its primary goal 2 increasing the quilntity m d quality of rice produced through research and training on all aspects of rice including rice-based farniing systems through scientific and technical cooperation with national programs; NOW, THEREFORE, the DEPARTMENT and IRRI, inspired by their coininon objectives to proinote and accelerate research on rice and rice-based farming systems and to strengthen national rice research capacity and effectiveness, agreed to give priorities to the following: I. AREAS OF COLLABORATION Cooperation between the DEPARTMENT and IRRI will aim at enhancing the national capability antl effectiveness in research on rice and rice-based farming systems in PNG. High priority will be given to (a) Rice varietal improvement, (b) Agronomic trials, (c) Intensifying rice-based farming systems, (d) Plant protection, (e) Integrated nutrient management, (t) Agricultural engineering technologies, (g) Participation in graduate degree antl short-term training prograins as well as mutual exchange of scientists, where appropriate, through conferences, symposia, workshops, and other m a n s , (11) Mutual exchange of publications and technical information, (i) Mutual Translation, publication and distribution of IRRI publications, and (i) exchange vf tratlitiunal and improved germplasm. 11. RESPONSIBILITIES OF PARTIES CONCERNED Subject to personnel liiiiitations and availability of funds, and as mutually agreed upon, IRRI will: 1. Assist P N G scientists to receive degree and non-degree training. .. 3 2. Invite PNG scientists, after consultation with the DEPARTMENT, to attend IRRI-coordinatetl international research conferences, sytnposia and workshops, and to join in monitoring international network activities of interest to them. 3. Make available seed materials, publications, and research inforniation to support collaborative activities. 4. Assign scientific staff to collaborate with the DEPARTMENT on long- and/or short-term basis. T H E DEPARTMENT: In order to facilitate the implementation of collaborative activities, the DEPARTMENT, in accordance with the existing laws and regulations prevailing in PNG, will: 1. Designate national scientists who will work in PNG on specific collaborative p r 0.j ect s . 2. Seek funding for the needed joint activities. Undertake necessary clearance for PNG scientists invited by IRRI to participate in conferences, workshops, training programs, and collaborative research. 3. e 4. 5. Authorize the free movement of gerinplasm in and out of PNG as may be required by collaborative work subject to norinal quarantine procedures. Assist in obtaining necessary visas and completion of formalities connected with the visits of IRRI scientists in PNG. IRRI AND T H E DEPARTMENT agree that: 1. Although in most c;ises the results of collaborative research will be published jointly by scientists working for the two organizations, each party may publish the results separately, if so determined, by mutual consultation in specific cases. Either party publishing any research findings will give credit to the other party's contributions but would at the same time be entirely responsible for the conclusions and interpretations reported. 3. Gerniplasm will be freely exchanged between the DEPARTMENT and IRRI with due recognition of the sources of the seed material. Either party may use such 111:lteriills h u t will give full credit to its source of origin. 0 111. IMPLEMENTATION 1. Detailed workplans will be developed jointly by the DEPARTMENT and IRRI during their annual research reviews and planning meetings. These workplans will define more specifically the activities to be undertaken in the framework of the collaborative program and will specify the proposed contributions of each party. e 2. The scale of collaborative research and training activities between the DEPARTMENT and IRRI will be tleterinined by a joint evaluation, from time to time, of Papua New Guinea needs and IRRI's capacity for undertaking collaborative activities, and by the level of financial resources available for the p 11rp o s e. IV. PERIOD OF AGREEMENT This Memorantlum of Agreement shall take effect on the date of signature by both parties, and shall he valid for a period of five ( 5 ) years unless sooner terminated when one of the parties notifies the other in writing of its intention to terminate the agreement, i n which ciise, the agreement will terminate six months from the date of such notification. This agreement may be further renewed or extended upon mutual agreement between the parties which shall be made not later than six months prior to the termination date. V. OTHER MATTERS The parties to this Memorandum of Agreement may, by mutual consent, add, modify, amend or delete any words, phrases, sentences, or articles in this Memorandum of Agreeinent. Other niatters not covered by the agreement shall be mutually agreed upon by both parties hefore they are implemented. a IN WITNESS WHEREOF, the parties hereunto have affixed their signatures on the dates indicated.
