Abstract/Description
CGIAR Secretariat discussion paper on CGIAR funding perspectives. It covered funding constraints resulting from inflation, the strengthening US dollar and the slowing in the growth of contributions. The resulting underfunding was forcing IARCs to cut back or defer activities and to forego opportunities in areas identified by TAC as priority. The implied threat of a static or shrinking research system was radically out of line with the needs of developing countries. The paper presents a revised five year system plan for 1983-87, and considers various means of reducing system costs and raising additional funds.Agenda document at the CGIAR Mid Term Meeting in May 1982.
