Paper prepared by Ellis L. Hatt and W. David Hopper of the International Development Research Centre on unfavorable water conditions as a key constraint to the introduction of new agricultural technologies. The authors find the current water management problems confronting the Middle East and South and Southeast Asia are well within the ability of current civil engineering principles and techniques to solve. The critical need is for greatly enhanced capability to coordinate the application, to field problems, of available technology and expertise.
