Joint memorandum by the Ford and Rockefeller Foundations describing the need for research and training in food production technology; overview of the four existing agricultural research and training centers (IRRI, CIMMYT, CIAT, IITA) and a brief history of their outreach activities. Regions, factors, and commodities requiring additional international agricultural research, including livestock in Africa, upland crops like sorghums and millets, food legumes, water management, and policy and planning. Financial requirements of existing and prospective IARCs, and the need for additional capital and operating funds. Agenda item discussed at International Agricultural Research Meeting of January 1971.
