System Review Follow-Up: Propositions on Finance

Progress reports and action proposals by the CGIAR Finance Committee prepared at the request of the Consultative Council. The report proposes a small working group to develop a longer term financing strategy for the CGIAR. The task of identifying a suitable mechanism for implementing a CGIAR public awareness and constituency-building program should be postponed until the strategy is completed. Assuming that the CGIAR will continue to use a project-based approach, and the agenda matrix, the Committee endorses four guidelines for donors recommended by the System Review:1. multiyear commitments;2. half of funding for each center to be unrestricted;3. timely disbursement of funds; and4. recovery of indirect costs.Agenda document, CGIAR Mid Term Meeting, May 1999, discussed under the heading of Consultative Council Propositions on Finance.
