Strengthening Evaluation in the CGIAR: Needs and Options

Revised draft of a paper by the management advisor of the CGIAR Secretariat. Selcuk Ozgediz sought to contribute to the current discussion of evaluation within the CGIAR by offering background on different types of evaluation, reviewing how evaluation had evolved in the CGIAR, identifying weaknesses, and analyzing options for strengthening the system.This version was considered by the Task Force on Impact Assessment established by the Public Awareness and Resource Mobilization Committee (PARC) and was a background document for the workshop on impact assessment held prior to MTM95 in May 1995.
