Progress Report on the Proposed Approach to Resource Allocation in the CGIAR

Report reflecting TAC input on the development of a revised resource allocation process as revised after discussion with the center directors and the CGIAR Secretariat. Section I introduces the overall subject, identifying the annual and longer term aspects. Section II lays out the methodology proposed for conducting the resource allocation reviews by TAC.
