Fourth External Program and Management Review of IITA, 1995

Fourth external program and management review (EPMR) of IITA completed in April 1995 by a panel chaired by Eduardo Venezian. The document also contains an extract from the summary of proceedings of the CGIAR meeting of October 1995, a transmittal from the TAC Chairman and the CGIAR Executive Secretary, TAC's commentary, IITA's response, and a transmittal from the panel chair.The report is positive and optimistic about IITA. The panel found the center well regarded by the African research community especially with regard to research on germplasm and plant health management, and its leadership in ecoregional initiatives. IITA had broadened the geographic scope of its activities, decentralized research responsibilities, transferred rice research responsibilities to WARDA, and reorganized its management structure.The panel recommended strengthening resource, crop management, and socioeconomic research. Collaboration with other institutions at all levels should be increased.
