Abstract/Description

This report presents the findings and recommendations of the CGIAR Executive Council (ExCo) Ad Hoc Committee on Funding System Priorities (AHC), established following AGM06 to examine mechanisms for funding CGIAR System Priorities (SPs) and addressing funding gaps within the CGIAR research portfolio. The report analyzes stakeholder perceptions of the SPs, the development of Framework Plans (FPs), coherence and overlap among research priorities, and the implications of restricted versus unrestricted funding. It highlights systemic challenges related to resource allocation, donor coordination, funding vulnerability, and governance across the CGIAR system. The Committee concludes that consolidated Framework Plans could serve as an effective mechanism for aligning CGIAR research activities with system priorities and improving strategic funding coordination.
