Report of the TAC Working Group on Alternatives in Implementing CGIAR Objectives

Report of a Working Group established by TAC to consider alternative institutional models for international support to agricultural research. The report weighs the suitability of alternatives to the existing organization of CGIAR research around IARCs in light of CGIAR objectives, and the need to achieve impact in target countries and attract stable donor support for new initiatives.
