Item Bringing Together the Best of Science and the Best of Development: Independent Review of the CGIAR System: Synthesis Report(Internal Document, 2008-11-01) CGIAR Secretariat; McAllister, ElizabethSynthesis report volume of the The Independent Review of the CGIAR undertaken in 2008, led by panel Chair, Elizabeth McAllister. The Independent Review Panel was asked to “assess whether the CGIAR is well positioned to address emerging food security and agriculture-related problems of developing countries.” The objectives of this Review were to take stock and assess the efficacy of the partnership, to assess the effectiveness of the CGIAR research, and to recommend changes in the CGIAR System to improve its efficacy and effectiveness for dealing with the emerging challenges for food security, agriculture, and natural resource management of the poor. Two other companion reports: the results of the stakeholder survey and the full technical report are available as separate entries in the database and on the CGIAR web site. This report was presented at the CGIAR's AGM08 business meeting in Maputo, Mozambique.Item Bringing Together the Best of Science and the Best of Development: Independent Review of the CGIAR System: Survey of Informed Stakeholders - Summary of Results(Internal Document, 2008-11-01) CGIAR SecretariatSummary of results volume from the Survey of Informed Stakeholders carried out in conjunction with the Independent Review of the CGIAR System in 2008. The Executive Summary looks at the main findings of the survey of people actively involved in the CGIAR, 2001-2007, from three different perspectives: (a) Common or overarching themes; (b) Responses to survey by topic; and from (c) How the five respondent groups interpret the CGIAR System._p_ The survey was conducted in early 2008 as part of the work of the Independent Review Panel. The results are intended to complement visits to the Centers and extensive personal interviews that were undertaken by members of the Review Panel during the same period. Appendix 2 contains the Survey Questions and tables summarizing the results of the survey and coded by question number are found in Appendix 4.Item Bringing Together the Best of Science and the Best of Development: Independent Review of the CGIAR System: Technical Report(Internal Document, 2008-11-01) CGIAR Secretariat; McAllister, ElizabethThe Independent Review's Technical Report begins with an Overview of Findings and Recommendations, followed by 15 Chapters which, collectively, address the Review’s Terms of Reference and cover four over-riding topics as outlined in the Inception Report: the global context in which the CGIAR operates; governance of the CGIAR and its Centers; financing; and partnerships. The report is 697 pages long. The Technical Report was discussed at the CGIAR's AGM08 in Maputo, Mozambique.Item Sub Saharan Africa Challenge Program External Review(Independent Commentary, 2007-01-01) CGIAR Science CouncilReport on the external reivew of the Sub-Saharan Africa Challenge Program, led by Dr. Cyrus Ndiritu. The basic findings of the Panel members is that while the Challenge Program has not met the main milestones set for the Inception Phase, there is evidence of progress towards the milestones to support an extension in order to address the original research question of the CP, i.e. the testing of the benefits of an innovative platform—the IAR4D concept—in designing and implementing research at the interface of productivity, environment, policy and markets that would increase demonstrably the delivery of the benefits to the end users. Thus, the Panel recommended an extension of the CP for 3 years. It does, however, add a number of conditions, one of which is to remain focused at three sites, and that the program strengthens the research planning and design and implements a process to ensure systematic monitoring and evaluation to develop IPGs. The annexes contain the terms of reference for the review, the CVs of meta-review panel members, working papers including individual SWEP Synthesis Report, and a list of references.Item Review of the CGIAR System Office(Internal Document, 2006-08-01) Daniel, DouglasThe System Office Steering Committee commissioned this review to assess whether the System Office, as a virtual structure, helped to increase coordination, capture synergies and increase overall performance of central service units that support the Centers and the CGIAR System as a whole. It does not include assessment of the performance of individual units.Item Report of the First External Review of the System-Wide Programme on Collective Action and Property Rights (CAPRI)(Report, 2002-10-01) CGIAR Interim Science CouncilThe review was commissioned by the interim Science Council and chaired by John Bruce, from the World Bank. A small Panel of three persons, which met for two days while the rest of the work was carried out virtually, conducted the review. The Panel Report was considered by the interim Science Council at its 83rd meeting held at FAO/IPGRI, Headquarters in Rome, August 2002. The Report was discussed in the presence of CAPRi Coordinator,Ruth Meinzen-Dick and the then Director General of IFPRI, Per Pinstrup- Andersen.The Panel report is accompanied by two attachments. The first contains the iSC commentary, which summarises iSC’s views onthe Panel report and on the joint response of CAPRi Steering Committee and IFPRI’s management. The report states that CAPRi has been an effective and productive programme considering its small funding base. The programme successfully managed competitive grants employing an independent peer review mechanism. Also, CAPRi developed a conceptual framework which shows how property rights and collective action affect the adoption of agricultural technologies and natural resource management practices.The iSC agrees with CAPRi’s decision not to aspire to become a Challenge Programme. Nevertheless, CAPRi is expected to contribute in several of the prospective Challenge Programmes. The Review Panel concluded in this report that CAPRi’s thematic foci are highly relevant to the CGIAR’s goals of sustainably increasing production through technology adoption. Furthermore, the strategies, criteria and instruments used to implement its activities have worked efficiently with low transaction costs. Two ingredients for CAPRi’s success have been transparency and participation. This report was discussed during the business meeting at AGM02.Item Report of the Review of the CGIAR Genetic Resources Policy Committee(Internal Document, 2002-08-01) Correa, Carlos; Bevege, IanThe review of the GRPC was decided by the CGIAR Executive Council in March 2002, in the context of the changes that were introduced in the governance and structure of the CGIAR. Carlos Correa and Ian Bevege led the review with assistance from five members of an advisory group.The review responded to three questions: 1. how successful was the committee in achieving its mission, 2. is there continuing need for a separate CGIAR committee addressing genetic resource policy issues and 3. if there is such a need, what kind of mechanism is there and what are its terms of reference.Item Implementation of Recommendations from the Third System Review of the CGIAR(Internal Document, 2002-06-01) CGIAR SecretariattbdItem Third System Review of the Consultative Group on International Agricultural Research: The International Research Partnership for Food Security and Sustainable Agriculture(Report, 1998-10-01) CGIAR System Review SecretariatReport of the third system review of the CGIAR, conducted during 1997 and '98 by a panel chaired by Maurice Strong. The document contains the comments of CGIAR Chairman Ismail Serageldin introducing the report to participants at CGIAR International Centers Week 1998, and a transmittal from the review panel chair. The panel analyzed key issues facing the CGIAR in the late 1990s. Its report offers 29 recommendations pertaining to CGIAR research strategies and priorities, partnerships, governance, and systemwide and center funding.Five annexes provide an overview of CGIAR committees; a brief analysis of committee effectiveness; statistical notes illustrating the increasing cost and expanding requirements of CGIAR meetings; tables showing funding sources, funding gaps, and World Bank funding in recent years; and brief biographies of the members of the System Review Panel, sub panels, and the Review Secretariat. The review was discussed at length at ICW 98, and decisions were taken at MTM 99.Item Second System Review of the Consultative Group on International Agricultural Research(Report, 1981-11-01) CGIAR Review CommitteeReport of the second system wide review of the CGIAR, conducted during 1981. The document contains: a summary of the discussion of the report during the meeting of the CGIAR in November 1981: a letter of transmittal to the members of the CGIAR from Warren C. Baum as chairman of the review panel; and the report itself. There are four appendices: a summary of the views expressed by developing country representatives at a series of seminars organized by the review; a description of the CGIAR system; and two memoranda on the roles of center boards of trustees by the Chair of the Group of Board Chairs, and the CGIAR Secretariat.The study panel had 18 members, plus several observers, and was served by a study team headed by Michael Arnold of the Cambridge Plant Breeding Institute. In addition to an analytical history of the Group, the report contains 24 recommendations, covering principles for the inclusion of activities in the CGIAR, modes of operation, organization and management, participation by developing countries, funding the system, and future strategy and the five-year indicative plan.Item Report of the Review Committee(Internal Document, 1977-01-01) CGIAR Review CommitteeThe report of the first system wide review of the CGIAR, conducted in 1976. The document consists of a summary of the CGIAR discussion of the report in October 1976, a transmittal letter to the CGIAR from Warren C. Baum as Chairman of the Review Committee, the report proper, and an annex by Nathan Koffsky discussing world food needs. The committee had fifteen members, including the chairman. It was served by a study team of four, led by Alex McCalla of the University of California at Davis. There were a total of 22 recommendations covering: the scope of the CGIAR; center issues; and CGIAR planning, evaluation, allocation and management.
