It emphasizes that scaling goes beyond simply expanding reach, requiring a deliberate systems approach that embeds innovations within institutional processes, adapts to diverse contexts, and aligns with user needs and incentives. Central to this approach is the concept of responsible scaling, which prioritizes inclusion, anticipates risks, and promotes continuous learning and adaptation to ensure that benefits are durable and do not exacerbate inequalities or environmental harm
