Abstract/Description

This report examines the integration of climate-sensitive programming within humanitarian aid flows to Somalia. It aims to assess how well climate considerations are incorporated into both strategic planning documents and operational aid projects. The study analyzes two datasets: Appeals and Response Plans (ARPs) from 1998 to 2024 and individual aid flows from 2018 to 2023, using natural language processing to identify climate-related content. The findings reveal a strong focus on short-term interventions addressing fast climate onsets, with limited emphasis on long-term adaptation and mitigation strategies. This research contributes to the literature by highlighting gaps in sustained climate-sensitive interventions and offering insights for improving future aid programming in fragile contexts like Somalia.
